With all the cranes in the sky and the ongoing, unprecedented construction in Washington, D.C., it is important that residents are aware of their rights when it comes to the environment and to notice to citizens and their right to participate in construction decisions.  This Article highlights The District of Columbia Environmental Policy Act and The Advisory Neighborhood Commission Act.  When there are plans for construction, citizens have the right to notice and participation before such construction can begin.  The issues and concerns raised by ANC officials must be given great weight during the deliberations by the governmental agencies, and those issues shall be discussed in the written rationale for the governmental decision taken.  Citizens are not without recourse as the landscape of Washington, D.C. rapidly changes.
